it is wrong, i suggest, it is a misreading of the constitution for any member here to assert that for a member to vote for an article of impeachment means that that member must be convinced that the president should be removed from office. the constitution doesn't say that. the powers relating to impeachment are an essential check in the hands of the body of the legislature against and upon the encroachments of the executive. the division between the two branches of the legislature, the house and the senate, assigning to the one the right to accuse and to the other the right to judge, the framers of this constitution were very astute. they did not make the accusers and the judgers -- and the judges the same person.
we know the nature of impeachment. we've been talking about it awhile now. it is chiefly designed for the president and his high ministers to somehow be called into account. it is designed to "bridle" the executive if he engages in excesses. "it is designed as a method of national inquest into the conduct of public men." the framers confided in the congress the power if need be, to remove the president in order to strike a delicate balance between a president swollen with power and grown tyrannical, and preservation of the independence of the executive.

1. Tomorrow,we celebrate our 38th year of independence. 62 years is a short history for any country. But we have come a long way. 62 years ago,we were a poor country trying to create as many jobs as we could to feed our people. Only 11% of our students progressed beyond secondary school. Few people thought we could succeed,or even survive. But we overcame the odds. 2. We now face renewed challenges as a nation. Terrorism is a real and continuing threat. Our economy has also been hit by the global economic slowdown,and more recently by SARS. Even after our economy recovers,we will face formidable competitors,especially in China and India.
3. We can overcome these challenges. We have faced up to many challenges before,especially when independence was first thrust upon us. We are in a stronger position today than in 1965. We have a skilled population,a world-class infrastructure,and the confidence of international investors. Most importantly,we are a united people,determined to meet challenges together.

英語短文閱讀的重要性不僅表現(xiàn)在高中英語考試中它的份量最大,而且還表現(xiàn)在英語短文是英語詞匯知識和語法知識的載體方面。詞匯量的擴大、詞匯知識的豐富和句子表達的多樣性光靠死記硬背是無法也不可能實現(xiàn)的。擴大詞匯量、豐富自己的詞匯知識和地道完美的表達自己只有依靠優(yōu)良的閱讀習慣。教材課文是精讀材料,需要同學們讀熟讀透,直至能開口娓娓道來為止。課外閱讀又叫泛讀。高中英語新課標教材對高中前八個模塊的學習有一個要求:課外閱讀要完成30萬單詞的閱讀量。也就是說:同學們需要每天有500到700個單詞量的閱讀。課外閱讀也是運用語言的一種必不可少的形式。課外閱讀不能停留在完成幾道閱讀理解試題或者完形填空試題。關(guān)鍵在盡量弄懂文章中的每一句話含義、長難句的結(jié)構(gòu)。留意你還不很熟悉的詞匯、詞匯知識和語法知識。還要去認真體會不同的英語句子在表達上的精確性。千萬不要在一些你還不認識的,拼寫怪誕,發(fā)音困難的生僻詞匯上浪費時間和精力。
閱讀能力,除詞匯量大小以外,還包含閱讀速度、長難句理解、和把握主題大意的能力。要會快速閱讀,同學們必須學會一些閱讀的技能:如:skimming(跳讀)、scanning(掃讀)和digesting(研讀)。Skimming和scanning就是根據(jù)閱讀任務(wù)在文中查找相關(guān)信息。Digesting主要是用來理解長難句、把握主題大意和作者意圖以及猜測詞義的技術(shù)。不僅要研讀長難句結(jié)構(gòu),也還需要研讀邏輯關(guān)系。

任何一門學科都需要踏實的學習作風。外語也不例外。學外語的實主要表現(xiàn)在以下幾個方面:
一、落實詞匯、詞匯知識和特殊句式的積累。落實詞匯和詞匯知識并不是反復(fù)背記詞匯表中的單詞。落實詞匯、詞匯知識以及特殊句式的最好辦法是先探究后運用。一個詞匯在經(jīng)過七到八次在不同時間和不同的語境中運用后,它就是你的了。詞匯知識和特殊句式也是一樣。寫作是運用,造句是運用,閱讀,傾聽和與他人用英語交流也是運用。借助詞典進行造句練習,在造句中運用新學的詞匯不失為一種行之有效的簡單易行的方式。
二、落實課外閱讀。每天堅持花半小時閱讀一兩篇短文。一要真正讀懂。二要留意詞匯運用。
三、落實早自習精讀。每次有硬指標,死任務(wù)。
四、落實課內(nèi)課外書面作業(yè)。簡單的完成老師布置的作業(yè)量并不是落實。書面作業(yè)質(zhì)的落實必須是在真正懂了、記住了的基礎(chǔ)上又快又好的獨立的、閉卷式的完成書面作業(yè)。對發(fā)現(xiàn)的漏洞和缺陷要采取補救措施。
五、落實自主探究的學習能力培養(yǎng)。學習中缺乏自主探究,不善于利用團隊合作和與老師溝通是很多高中生在學習中存在的一種普遍想象。老師不是保姆,老師不可能把英語的詞匯知識和英語的四大能力烹制成一道道佳肴后,一口一口地喂進學生的口中。老師的探究代替不了學生的探究。學習能力的培養(yǎng)主要是探究能力的培養(yǎng)。學會了探究,你才會在知識的大海中暢游。學會了探究,你才會成為終身學習者。英語學科的探究應(yīng)該表現(xiàn)在對某一特定詞匯在文中、在句中的用法和含義的探究,對長難句結(jié)構(gòu)和含義的探究,對相關(guān)知識關(guān)聯(lián)的探究,對作者意圖、主題大意的探究,當然也包含對學法的探究。要探究知識,要有工具(詞典以及各種手冊等)的幫助,更要有團隊的合作,還要有老師的幫助。團隊合作可以讓你取他人之長補自己之短,還可以集思廣益,產(chǎn)生思想火花。常與老師溝通是可以使你更容易發(fā)現(xiàn)前進的方向,少走彎路。

"When you were saying goodbye, I heard you say 'I wish you enough'. May Iask what that means?" She began to smile "That's a wish that has been handeddown from other generations. My parents used to say it to everyone".
She paused a moment and looked up as if trying to remember it in detail andshe smiled even more. "When we said 'I wish you enough' we were wanting theother person to have a life filled with just enough good things to sustainthem".
Then turning toward me she shared the following as if she were reciting itfrom memory --
I wish you enough sun to keep your attitude bright. I wish you enough rainto appreciate the sun more. I wish you enough happiness to keep your spiritalive. I wish you enough pain so that the smallest joys in life appear muchbigger. I wish you enough gain to satisfy your wanting. I wish you enough lossto appreciate all that you possess. I wish you enough hellos to get you throughthe final good-bye.
She then began to cry and walked away. They say it takes a minute to find aspecial person, an hour to appreciate them, a day to love them, but then anentire life to forget them.

Youth is not a time of life, it is a state of mind it is not rosy cheeks ,red lips and supple knees, it is a matter of the emotions : it is the freshnessit is the freshness of the deep springs of life .
Youth means a temperamental predominance of courage over timidity of theappetite , for adventure over the love of ease. This often exists in a man of 60more than a boy of 20 . Nobody grows old merely by a number of years . We growold by deserting our ideals.
