熏蒸證明是在有木質(zhì)包裝時(shí)需要出具的，應(yīng)該是商檢部門出具吧。

提單上如果沒有特別的批注，如“水浸”、“破損”等就認(rèn)為是“清潔”的，有一些提單上提前印有“CLEAN ON BOARD”字樣有些國家對中國出口的木制品或者有木質(zhì)包裝的產(chǎn)品是相對嚴(yán)格的，像澳大利亞就遇到過膠合板也要做熏蒸的事，請先與國外客戶確認(rèn)好要不要做熏蒸先，你客戶所說的證明是不是熏蒸證，還有，如果供應(yīng)該木板的供應(yīng)商出具一份證明，證明該木板是不需要做熏蒸的，這樣的證明，你國外的客戶能否正常清關(guān)。這些都是你所要了解清楚的。

好了，我越說越遠(yuǎn)了，現(xiàn)就樓主所提問的問題發(fā)表一下我的意見吧。該證明是供應(yīng)這些膠合板的供應(yīng)商出具給你的，而且，一般免熏蒸的膠合板，買回來時(shí)就有蓋上了免熏蒸字樣的章。
